Only 28% of registered voters voted in the primary - about 4.6 million of California’s 16.1 million registered cast ballots LA County had the lowest turnout of 20% of registered voters. A record 58.7% of the electorate voted by mail - the first time that more voters have voted by mail that at the polls.
